This is because you have PC Cillin set to scan incoming mail.
To do this it has to set up its own incoming server settings in Outlook Express
Sometimes it will fail and you need to change the incoming mailserver setting back to your ISP pop3 setting and also Account Name to just your Username as PC Cillin adds some extra to this as well.
This will allow you to now download your mail but when you restart your computer the PC Cillin settings will be put back in to the mail server settings and if it works that is fine but if it keeps failing and you have to keep putting your ISP setting to download mail you may want to consider disabling PC Cillin mail scan under its Options.
