Actually, Vivendi, the distributor of the Half-Life series is suing Valve over Steam itself, citing that it bypasses Vivendi's dealers alltogether and is therefore a breach of contract.
IIRC, Steam is just one of those things that tend to be buggy and unreliable. Aleyska may want to kick my ass for saying this, but I personally have faith in Steam, and give it time it will probably run pretty fine.
In terms of the specific issue you cited, I think it's really because the Steam guys are really lagging behind the modding community, and it takes quite a bit of catch-up to integrate the mods and stuff. Mind you, this is just a completely uneducated, almost random guess, but my brother (who seems to be knowledgable on this stuff and is a subscriber to some sort of Steam news thingie, I think) seems to think this is the case.
Mind you, just a guess more than anything.
