Have you tried to move the preferences for iPhoto out of the preference folder and retried to connect the camera again? Just a thought.

Do you restrict access to the machine for your kid?
When iPhoto transfers pictures, it actually a two step process. The photos are copied to an intermediate folder before importing into iPhoto. I think (don't quote me!) the intermediate directory is /tmp.
If your kid doesn't have write or read access to this directory then presumeably the import should fail.
EDIT You should also check access rights to /Volumes.
