This annoys me to no end.
Why doesn't the Apple DVD Player have a control
for frame by frame rewind like all DVD players...?

Is there a 3rd Party fix for this...?

Is there a 3rd Party fix for this...? "Fix"? Not to my knowledge. Try using a 3rd party app to watch DVDs, maybe it has better controls. VLC or MPlayer.
