Now that is extremely complicated:
1
download the .wdgt,
2
select it in the finder,
3
start to drag it,
4
F12 to invoke Dashboard,
5
drop.

It's usually even easier than that:
Just double-click the widget in Finder.

Usually the downloaded widgets automatically get put into ~/Library/Widgets
( ~ = your home folder)
If they aren't there, move them there using Finder.

You'll have to copy it to
/Library/Widgets
to make it available system-wide.

You may want to make a Widgets folder in the Library folder in your home directory and use that instead. It will work. It will be easier to get to. It will allow you to easily deactivate all of your added widgets if necessary.
~/Library/Widgets/
