What you can do is remove admin rights for that account, and from your main admin account go to Disk Utility and do a Repair permissions to see if this fixes the issue. If it doesn't, try creating a new non-admin account and see if the issue happens with that one too.

sorry for the delay in getting back to you.
tried reparing the disk permissions and also setting up a new user but the same problem occurs (until i give them full permissions). Would this be anything to do with the Netinfo Database?. I'd rather not go down the route of reinstalling the OS.

What happens if you create another managed account? Do you see the same symptom?

Just curious:
You said the problem started recently - did you recently upgrade to 10.3.9?
Are you using an HP inkjet printer?
Are full "admin" powers required, or just "No Limits"?
There have been issues with managed users and 10.3.9, but the cause doesn't seem to be known.

If this is the issue, a temporary fix might be to delete the com.apple.LaunchServices.6B.csstore file in the "/Library" > "Caches" folder. I get the impressions that the problem does recur, however.

hi,
I deleted /Library/Caches/com.apple.LaunchServices.6B.csstore and it did solve the problem. I also tried the other link but none of the suggested fixes seemed to work.
