%CPU usage out of control

For some reason right now, my CPU usage is going from 20-60% with nothing running. I open up activity monitor and it says I have a total of about 9% CPU yet menu meters (and system prefermance) says I am uisng %50+. Spot light is not indexing, but everything is running really slow, as if the computer is really busy. But even if I turn everything off, it keeps spiking from 20 to 60 percent CPU usage. I am on tiger. Anyone know whats going on here?

There should not be such a discrepancy between what is shown in Activity Monitor and Menu Meters. Check Activity Monitor again and make sure you show all processes.
Try also using the command 'top' in a Terminal window (press 'q' to quit it).
