Interrupted downloads that stall out are not too unusual, unless it's the rule for you.
In IE, open your Downloads Manager through the Window menu, double-click on the download that's stalled, and then click on Reload. That might get things going again.
What's most likely happening is that you're downloading from a VERY REMOTE server and the signal's being bounced around the world before connecting you. If one or more of these nodes drops you for a few seconds, you lose your place "in line" with others, and after awhile, the ftp server times out on the download.
