I couldn't find a way with a light search. The TTS is VERY loud compared to the rest of the sounds. I don't want to reduce system volume since it would make everything else too quiet.

How are you doing the Text-to-Speech?
If you are doing it via a script, you could lower the volume just before and then restore it afterwards.
E.g. in AppleScript, I think it is:
set volume n
where n is 1 to 7 or something like that.

Doesn't the "Alert volume" setting in Sound preferences handle this?

No, you'd think it would, but it doesn't. I see no simple means to control it. And it is LOUD compared to my other sounds. It's a pretty simple feature, but I like it because I have lots of background things that alert me when they need me.

What are the background alerts. Are they scripted.
If so
How about having the system volume down.
And get the scripts to up the volume for their alerts.
The only issue may be when playing music or a dvd.
