What free program could I use to add something at the start of a DVD saying Ripped and encoded by *****, Rated 15,etc.. and maybe have a still image of the dvd cover in the back ground. Any good free easy to use programs to do what I am looking for?

Hi SaaaaM,
For using only freeware, I would like to recommend you to use a free but nice graphics editor such as PhotoFiltre to create something as you mentioned and save it as bitmat image. Then use the Muxman to make DVD file. Finally, use DVD Shrink compiling method or the Insert Disc 2 technique to include the file before or after you real movie. Please check the links below:

thanks benbryant I will give that a try, what about animated text. For example the text comes out from the background and enlarges until a certain point (kind of like star wars thing going on, lol)
Should I get the standard version 0.15 of Muxman?

Most commercial programs such as Sony Vegas, Ulead VideoStudio or MediaStudio Pro, MPEG Video Wizard,...allow you to create motion titles in 2D or 3D. One of the best programs for title is Boris Red which is also very expensive. Most of these tools do cover the free trial. Please download and try
Please use the standard, free version 0.15
