How can I change permissions for files in /private/etc dir? I keep getting Operation Not Permitted. I would like to edit my csh.cshrc file.

It is a bad idea to edit the /etc/csh.cshrc file. Instead you should edit the "dot" files in your home folder. See this Unix FAQ (http://forums.macosxhints.com/showthread.php?t=40648)
